Deep Care Program: Fostering Fishing and Environmental Stewardship in Connecticut

The Connecticut Aquatic Resources Education (CARE) program, a division of the Connecticut Department of Energy and Environmental Protection (DEEP), offers a comprehensive “Deep Care Program” for aspiring anglers. Established in 1986, CARE provides a science-based curriculum encompassing environmental awareness, ecological understanding, and practical fishing skills. This deep care program aims to connect individuals with the wonders of aquatic life while promoting responsible fishing practices.

DEEP CARE Program Components: Learn to Fish and More

CARE’s deep care program offers a diverse range of “Learn to Fish” classes and events designed for all ages and skill levels. These programs emphasize the enjoyment and accessibility of fishing while nurturing a deep appreciation for Connecticut’s natural resources.

Introduction to Fishing

This foundational course provides a comprehensive introduction to fish and fishing techniques. Geared towards adults and families with children aged 8 and up, it covers essential topics, equipping beginners with the knowledge and confidence to start fishing. The program also offers an online version in both English and Spanish, complemented by a workbook and video library.

Advanced Fishing Techniques

Building upon introductory knowledge, advanced classes cater to individuals with prior fishing experience. These specialized courses delve into specific fishing techniques, including saltwater fishing, fly fishing, trout and bass fishing, and even a “Catch It and Cook It” program. Women-only classes are also available.

Ice Fishing

Embracing Connecticut’s winter season, CARE offers ice fishing classes covering safety protocols, equipment essentials, and specialized techniques. Classroom learning is followed by a hands-on field trip, providing a comprehensive winter fishing experience.

Special Events and Outdoor Experiences

CARE hosts various fishing festivals, clinics, and events throughout the year, including participation in Free Fishing Day and No Child Left Inside® initiatives. Field trips to the CARE Center at Forster Pond State Park offer immersive outdoor learning experiences for students in 6th grade and above. These experiences combine classroom lessons with real-world fishing trips.

DEEP CARE Program: Driven by Passionate Volunteers

The deep care program thrives on the dedication of over 2,100 certified volunteer fishing coaches. These experienced anglers share their expertise and passion, fostering a love for fishing in future generations. Their invaluable contributions, equivalent to over $4.5 million in donated time, have enriched the lives of more than 220,000 participants since 1986. Aspiring coaches can find resources and information on the CARE website.

Funding the Future of Fishing

The deep care program is primarily funded through the Sport Fish Restoration (SFR) Act. This federal legislation levies taxes on motorboat fuels and fishing equipment, with proceeds allocated to state fish and wildlife agencies. SFR grants cover up to 75% of project costs, while the remaining 25% is covered by the state agency. CARE leverages the documented volunteer hours of its coaches as in-kind contributions, fulfilling the state’s financial obligation and enabling the program to operate without direct state funding.

Conclusion: A Legacy of Conservation and Recreation

The DEEP CARE program exemplifies a commitment to environmental stewardship and recreational opportunities. Through its comprehensive deep care program, CARE cultivates a deep appreciation for Connecticut’s aquatic resources while empowering individuals to become lifelong anglers. This unique program ensures that fishing remains a cherished pastime for generations to come. Contact the Fisheries Division at 860-424-FISH (3474) or [email protected] for more information.
